CEO-Tamil Nadu Startup and Innovation Mission (TANSIM)

Tamil Nadu Startup and Innovation Mission (TANSIM) was started with the aim of providing an enabling and innovative ecosystem in Tamil Nadu. The main activities of TANSIM are nurturing innovation, promoting investments in R&D, infrastructure support, knowledge creation, technological development and skilled manpower, resulting in high growth entrepreneurial ventures across the spectrum of sectors from agriculture, manufacturing, healthcare, education, logistics, social sector, urban development, environment, to Fintech and ICT. It undertakes various initiatives to nurture and support startups in the state.

TANSIM is inviting applications for the following post from eligible candidates on a fixed-term contract basis (subject to performance evaluation) for three years, renewable every year based on satisfactory performance of the candidate for up to three years and extendable for further period as decided by the Board of TANSIM.

  • Bachelor’s Degree in any field
  • Postgraduate in management/ business administration from an accredited and reputed Institute/ University preferred. 
  • Should have a minimum of 15 years experience functioning at a senior position incorporates or consultancy firms or in innovation promotion-related organizations.
  • Should have a minimum of 3 years experience in a senior position (first level or second level) in an innovation/ start-up promotion-related organization.
  • Should have led a team dealing with any two of the following four activities in the last 5 years: seed/ venture capital funding, mentorship, business incubation, and business acceleration.
  • Track record and prior work experience must convey a demonstrable ability to tap into various relevant networks like that of private equity, corporate R&D, and international academic and business promotion organizations.


  • Should have served as a mentor for start-ups.
  • Should have started/ promoted an independent business venture as a capital investor.
  • Should have served as the CEO of an innovation/ start-up promotion organization. 
  • Applicant must be able to clearly demonstrate entrepreneurial skills and experience as an enabler for start-ups/ innovation ecosystem or in the role of an entrepreneur or start-up founder himself/ herself.
  • Applicants must have a detailed knowledge of all the domains and areas which constitute the start-up ecosystem.
  • Applicant with previous experience of working at the senior level position collaborating with government departments/ public sector enterprises/ private sector/ venture capitalists, along with the demonstration of fundraising shall be preferred.
  • Applicant should have business acumen and an eye for detail. • Applicant shall possess strong presentation, verbal, and written communication skills.
  • Applicant should be able to effectively manage internal and external stakeholders.
  • Applicant must mandatorily have a clear understanding of local, national, and global startup ecosystems.
Broad Job Description

The CEO must lead the creation and development of a startup ecosystem in Tamil Nadu. The responsibilities shall include the following:

  • To build capabilities and establish processes within TANSIM so that it can serve and support all stakeholders including startups, Incubators, accelerators, mentors and innovation partners.
  • To network with the business incubators in the State.
  • To design accelerator programs for existing startups and implement them in partnership with professional organizations.
  • To attract corporates to engage with TN startups for co-innovation programs.
  • To establish a collegium of mentors and facilitate mentor-startup interactions.
  • To network with seed capital and venture capital firms, nationally and internationally and facilitate investor-investee relationships.
  • To design and implement programs that can identify innovators and encourage them to establish start-ups.
  • To lead the publicity and social media strategy of TANSIM.
  • To establish startup support services within TANSIM that will assist startups in legal and financial matters.
  • To establish collaboration with startup and innovation supporting programs of other countries

Candidates will be shortlisted based on their experience and qualification. Shortlisted candidates will be asked to share their experience and qualification certificates. These candidates will be called for an interview which will be conducted in English in Chennai. The interview details will be communicated to the candidates through email. In exceptional cases, interviews can be done via video calls.


  1. When submitting an online application form:
    a) Photo identity proof (with the photo of the candidate clearly visible) issued by the competent authority viz., Aadhar Card/ Passport/ Electors Photo ID Card/ PAN Card or Driving license. No other ID cards will be accepted.
  2. Shortlisted candidates (when requested to be submitted in PDF format within 2 days):
     a) Marksheets and Certificate of X Std/ HSC/ Graduation or qualifying degree examination etc.
    b) Candidates serving in Government/ Quasi Govt. offices/ Public Sector Undertakings (including nationalised banks and financial institutions) are required to produce a No Objection Certificate from their employer at the time of attending the interview.
    c) Experience certificate.
    d) Any other relevant documents in support of eligibility or evidence of past work (write ups/ proposals etc.)
  3. List of original documents to be produced at time of interview (as applicable):
    a) Printout of the valid interview Call Letter and application form.
    b) Proof of date of birth (Birth Certificate issued by the competent Municipal authorities or SSLC/X std. with DOB).
    c) Photo identity proof (with the photo of the candidate clearly visible) issued by the competent authority viz., Aadhar Card/ Passport/ Electors Photo ID Card/ PAN Card or Driving license. No other ID cards will be accepted.
    d) Marksheets and Certificate of X Std/ HSC/ Graduation or qualifying degree examination etc.
    e) Candidates serving in Government/ Quasi Govt. offices/ Public Sector Undertakings (including nationalized banks and financial institutions) are required to produce a No Objection Certificate from their employer at the time of attending the interview.
    f) Experience certificate.

Note: Non-submission of requisite certificate/ documents by the candidate at the time of interview will debar his/ her candidature from further participation in the recruitment process. Issuance of offer of appointment lies solely at the discretion of TANSIM and its decision will be final and binding


  1. The post is on a fixed-term contract, renewable every year based on the performance of the candidates, initially up to three years, extendable for a further period as decided by the Board of TANSIM.
  2. Only Indian Nationals with excellent communication skills in English with working knowledge of Tamil are eligible to apply.
  3. All interviews at the discretion of TANSIM will be conducted in English at Chennai.
  4. While appearing for the interview, the candidate should produce all the required and valid original certificates/ documents prescribed below. In the absence of original certificates/ documents, candidature of the candidate shall be cancelled. TANSIM takes no responsibility to receive/ collect any certificate/ remittance/ document sent separately
  5. Certificate of Physical Fitness: Candidates selected for appointment to the post will be required to produce a certificate of physical fitness from a Registered Medical Practitioner.
  6. Correct and true information regarding arrest, convictions/ debarment/ disqualification by any recruiting agency, criminal or any disciplinary proceedings initiated or finalized, participation in agitation or any political organization, candidature in the election for parliament/ State Legislature/ Local Bodies, etc., if any, should also be furnished to TANSIM at the time of application, i.e., the details thereof. Original of the judgment of Acquittals, order/ or G. O. dropping further action in Departmental proceedings or any document that may prove the suitability of such candidates for a government appointment in such cases must be produced at the stage/ time of certificate verification/ interview.
  7. Applications containing wrong claims relating to basic qualification/ eligibility age/ experience will be liable for rejection.


  1. Before applying for the post, the candidate should ensure that he/ she fulfils the eligibility and other norms mentioned in this notification. Candidates are therefore advised to carefully read this notification and follow all the instructions given.
  2. A candidate’s admission to the interview and subsequent processes is strictly provisional. The mere fact that the call letter(s)/ provisional allotment has been issued to the candidate does not imply that his/ her candidature has been finally cleared by TANSIM. TANSIM would be free to reject any application, at any stage of the process, cancel the candidature of the candidate in case it is detected as any stage that a candidate does not fulfil the eligibility norms and/ or that he/ she has furnished any incorrect/ false information/ certificate/ documents or has suppressed any material fact(s). If candidature of any candidate is rejected for any reason according to the terms and conditions of this notification, no further representation in this regard will be entertained. If any of these shortcoming(s) is/ are detected after appointment in TANSIM, his/ her services are liable to be summarily terminated.
  3. Decision of TANSIM in all matters regarding eligibility of the candidate, the stages at which such scrutiny of eligibility is to be undertaken, qualifications and other eligibility norms, the documents to be produced for the purpose of conduct of examination, interview, verification etc. and any other matter relating to recruitment process will be final and binding on the candidate. No correspondence and personal enquires shall be entertained by TANSIM in this regard.
  4. Not more than one application should be submitted by the candidate. In case of multiple applications only the latest valid (submitted) application will be retained.
  5. Any dispute arising out of the notification including the recruitment process shall be subject to the sole jurisdiction of the Courts situated in Chennai.
  6. Any canvassing or creating influence for undue advantage shall lead to disqualification from the Recruitment Process.
  7. Any request for change of address, details mentioned in the submitted application will not be entertained subsequently.
  8. A candidate should ensure that the signatures appended by him/ her in all the places viz. in his/ her call letter, attendance sheet, etc. and in all correspondence with TANSIM in future should be identical and there should be no variation of any kind.
  9. A recent recognizable photograph MUST be uploaded by the candidate in the online application and the candidate should ensure that copies of the same are retained for use at various stages of the process. Failure to produce the same photograph at various stages of the process or doubt about identity at any stage could lead to disqualification.
  10. Candidates will have to appear for the examination/ interview at their own expense.
  11. Appointment of selected candidates is subject to his/ her being declared medically fit and as per other requirements of TANSIM as mentioned in this notification and subject to service and conduct rules of TANSIM, as decided by the Board.
  12. TANSIM reserves the right to reschedule/ change (cancel/ modify/ add) any of the criteria, conduct of examination/ interview/ method of selection and provisional allotment etc.
  13. Intimations will be sent to the applicants by email only to the primary email address mentioned in the application form submitted by the candidates. Hence, the applicant shall enter valid and functional mobile number and email ID.
  14. Appropriate action against the candidates found guilty of misconduct/ use of unfair means will be taken as per the norms of TANSIM.
  15. TANSIM shall not be responsible if the information/ intimation does not reach candidates in case of change in the mobile number, technical fault or otherwise, beyond the control of TANSIM and the candidates are advised to keep a close watch on our authorised website for latest updates, till the recruitment process gets completed.
